To Shift/Offset Selected Features a particular distance, right click
with the feature(s) selected to bring up the Digitizer menu, selecting
the option to Shift/Offset Selected Feature(s) under the Move
Reshape Feature(s) submenu. This will bring up the Specify Offset
to Apply to Points, Lines or Areas dialog (below), allowing you to specify
a distance to shift the selected features by in both the X and Y direction
or some distance along a specified bearing.
